Why doesnt it change my IP address

Hello,
I use to use VPN all the time to get US netflix but now its just stopped working. I tried deleted the network I created and tried creating more but it just doesn't change my address. I don't know what changed but I've gone though my firewall and my routers firewall and everything is enabled it and I am connected but it just doesn't change.
Can anyone help me?
